Agriculture Development of the MRC du Haut-Saint-Laurent

  • The MRC Approach

In order to enhance its agricultural zone and promote sustainable development, the MRC du Haut-Saint-Laurent is committed to the implementation of an Agricultural Zone Development Plan (AZDP).

Spread over an 18-month period, the drafting of the AZDP will bring together elected officials, representatives from the Union des Producteurs Agricoles (UPA), government and civil society partners, as well as stakeholders within the sector.

One of the main objectives of this approach will be to promote agricultural enterprises and their products, with the goal of increasing or diversifying production, products, business models or marketing methods, to promote a recognition of the multi functionality of agriculture, to facilitate the entry of youth in agriculture and to encourage the development of complementary activities such as agro-tourism or on-farm processing.

What is a AZDP?

The Agricultural Zone Development Plan (AZDP) is a planning document with the objective of enhancing the agricultural area of a MRC by promoting the sustainable development of agricultural activities. It is based on a review of the state of affairs and the determination of possible developments in agricultural activities. It is carried out by a MRC in consultation with local stakeholders.

The AZDP is complementary and compatible with the various planning approaches used by the MRC or within the region (Land Use Planning and Development Plan, local action plan for the economy and employment, strategic plan by agriculture sector).

All municipalities in the MRC du Haut-Saint-Laurent that have a permanent agricultural zone subject to the Act Respecting the Preservation of Agricultural Land and Agricultural Activities (LPTAA, LRQ chapter P-41.1) are affected by this process. The permanent agricultural zone currently covers 94% of the territory of the MRC. ie. 108,744 ha.
