PROJECT SUMMARY

Context

In accordance with the Environment Quality Act (R.S.Q., chapter Q-2), hereafter referred to as the EQA, on January 17, 2024, the MRC Haut-Saint-Laurent adopted a draft RMMP for the 2024-2031 period.

The RMMP provides a regional portrait of residual materials management, determines the orientations and objectives pursued by the MRC and establishes the means and actions to be implemented to achieve them. The RMMP must cover all sectors that generate residual materials (residential, industrial, commercial, institutional - ICI - and construction, renovation, and demolition - CRD).

It must lead to the achievement of the national objectives set by the Quebec government, while considering regional realities.

Content

The content of the MRC du Haut-Saint-Laurent draft RMMP complies with the requirements of the EQA and is consistent with the orientations and objectives of the Quebec Residual Materials Management Policy and its 2019-2024 Action Plan, as well as the Organic Materials Recovery Strategy. The document contains the following points:

  1. A description of the territory of application (MRC);
  2. A portrait of the current residual materials management system, including an inventory of organizations and businesses involved in residual materials management;
  3. An inventory of residual materials generated in the MRC: residential, ICI and CRD;
  4. A territorial diagnosis following the results of the residual materials inventory and the previous RMMP;
  5. A statement of orientations and objectives for 2024-2031;
  6. An implementation proposal (2024-2031 Action Plan).

Objectives

  1. Reduce the quantity of materials disposed of to 525 kg per capita by 2031 by stepping up actions to reduce at source, reuse, recycle and recover;
  2. Provide access to organic waste management services for the residential sector and for similar ICI in 100% of the territory by 2027;
  3. Recycle 60% of organic materials by 2031;
  4. Recycle 70% of CRD waste by 2031;
  5. Improve services to the public through ecocentres and drop-off points;
  6. Involve local stakeholders in efforts to improve recycling.

Action Plan

The draft PGMR 2024-2031 presents 34 measures (Action Plan) spread over a period of 7 years. The measures have been divided into the following orientations:

  1. Promote source reduction and reuse based on the 3R-V hierarchy (Reduction, Reuse, Recycling and Recovery);
  2. Improve putrescible organic matter recovery performance;
  3. Promote the recycling of construction, renovation and demolition waste, household waste and hazardous waste from the residential sector and from industries, businesses and institutions;
  4. Improve access to ecocentres and drop-off points for products covered by EPR (Extended Producer Responsibility);
  5. Encourage consultation, the acquisition of knowledge and continuous improvement.
