Fonds régions et ruralité (FRR) (Regions and Rurality Fund) - Section 2 - Support for RCMs’ local and regional development jurisdiction
In continuity with the Territory Development Fund (FDT) (2015-2020), this component aims to support RCMs and organizations with RCM jurisdiction in their local and regional development mission.
The MRC du Haut-Saint-Laurent is at the centre of the new municipal governance model known as regional proximity governance, which allows for RCMs to take measures to promote the development of the communities within its territory. To this end, the mayors have established a number of intervention priorities. In order to implement the FRR, the MRC du Haut-Saint-Laurent adopted a business support policy.

Intervention Priorities for the MRC du Haut-Saint-Laurent 2017-2020
The Territorial Development Fund (FDT) falls within the framework of the FDT Agreement concluded between the Minister of Municipal Affairs and Land Occupancy and the MRC du Haut-Saint-Laurent dated as of September 14, 2015 and amended by Addendum # 1 to this Agreement as of December 20, 2016.
The priorities of the MRC for each of the years 2017-2018, 2018-2019 and 2019-2020 are shown in the table below (in French).
These intervention priorities have been established in accordance with the provisions of Articles 4 (a) to 4 (f) and section 9 of the Agreement referred to above. They were also confirmed by the resolutions adopted on November 23, 2016 for the fiscal year 2017-18, July 4, 2018 for the financial year 2018-19 and November 28, 2018 for the financial year 2019-2020, as shown in the table below.
Intervention Priorities for the MRC du Haut-Saint-Laurent 2017-2018
1. Land use planning
Adopt and implement the Agricultural Zone Development Plan (AZDP)
Ensure the conformity of plans and urban planning by-laws
Start the process for revising the Land Use Planning and Development Plan
Modify the revised Land Use Planing and Development Plan
2. Structuring Projects
Support the implementation of projects to improve living environments, particularly in the fields of social, economic, cultural, tourism and environmental development in order to:
Create and maintain jobs in the region;
Maintain and increase the population of the MRC du Haut-Saint-Laurent;
Improve direct services to the population.
3. Support for economic development
Technical and financial support for entrepreneurship development; the social economy; tourism and agro-tourism by providing financial assistance to the CLD.
Implementing the Business Support Policy
Promotion of the region, including tourism promotion
4. Business Support Fund
Manage development funds (Business Support Fund) and the selection of financial aid recipients
5. Support for agricultural and agri-food development
Support the development and maintenance of agricultural and agri-food initiatives
Ensure the implementation of the Agricultural Zone Development Plan (AZDP)
6. Support for social development
Implement the Social Development Plan
Perpetuate the regional organization Actions Haut-Saint-Laurent and reinforce the partnership with the Concertation Horizons.
